What makes a commercial floor sustainable?

A commercial floor is judged sustainable on evidence across its whole life rather than on the material it is made from. That means verified data on embodied carbon and manufacturing impact, low emissions once installed, a design life long enough to avoid early replacement, the ability to repair rather than replace and a credible route for the material at end of life. A floor that scores well on all five is sustainable; a floor with a good raw material story but no documentation is much harder to justify on a sustainability-scored project.

This matters because the question arrives on tender documents in a specific form. A design team is rarely asking whether a floor is environmentally friendly in the abstract. They are asking whether it carries an EPD, what its A1 to A3 embodied carbon figure is, whether it holds a low-emission certification, what proportion of recycled content it contains and whether the manufacturer operates a take-back scheme. Those are answerable questions with documents attached.

What is an EPD and why does flooring need one?

An environmental product declaration is an independently verified report of a product’s environmental impact across its life cycle, produced to the EN 15804 standard for construction products and published through a programme operator. It reports embodied carbon, water use, resource depletion and other impact categories, broken down into life cycle stages from raw material supply through manufacture, installation, use and disposal.

An EPD does not say a product is good. It says what the product’s impact is, in a format that allows two products to be compared on the same basis. That distinction is the reason EPDs have become the currency of sustainable specification: a manufacturer’s marketing claim cannot be compared against a competitor’s, but two EPDs to the same standard can.

Read the scope before comparing figures. An EPD covering only stages A1 to A3, cradle to gate, excludes transport, installation, maintenance and disposal. A cradle-to-grave EPD covering A to C tells a much fuller story and will usually show a higher total. Module D sits outside that system boundary and reports benefits beyond it, such as recycling or energy recovery, so it should not be netted off the A to C figure when two products are compared. Comparing a cradle-to-gate figure against a cradle-to-grave figure makes the wrong product look better, which is the most common error in flooring sustainability comparisons.

Also check whether the declaration is product-specific or an industry average. A product-specific EPD from a named manufacturer for a named range carries far more weight on a scored project than a generic sector figure and some assessment schemes weight them differently for exactly that reason. Check the expiry date too. An EPD is valid for a fixed period, normally five years from publication and an expired declaration will not be accepted as evidence. The same applies to emissions evidence, where a product-specific declaration carries more weight than a certificate covering a whole product family.

How flooring earns BREEAM credits

Flooring contributes to BREEAM in two main places. Mat 01 covers life cycle impact, responsible sourcing and the use of products with verified environmental information, which is where EPDs and responsible sourcing certification such as BES 6001 come in. How those elements are weighted varies between BREEAM versions, so the current scheme document governs rather than a general description. Hea 02 covers indoor air quality, which is where emissions testing of the flooring, the adhesive and the smoothing compound becomes relevant.

Hea 02 is the one that catches projects out, because the evidence is needed for the covering, the adhesive and the smoothing compound rather than for the visible covering alone. A low-emission floor covering installed with a high-VOC adhesive over an untested smoothing compound will not deliver the credit. Emissions evidence is normally shown through schemes such as the French A+ classification, Indoor Air Comfort Gold, Blue Angel, GREENGUARD Gold or an M1 rating and the evidence has to exist for every layer in the specification.

Other schemes ask similar questions in different words. SKA rating, LEED, WELL and public sector net zero requirements all resolve to some combination of a verified impact figure, an emissions certification and an end-of-life route. Assembling the evidence pack once means it serves whichever scheme the project is scored under.

Recycled content and take-back schemes

Recycled content is the most visible sustainability metric in commercial flooring and the easiest to overstate. Two questions separate a real figure from a marketing one. Is it pre-consumer or post-consumer material? Pre-consumer content is manufacturing waste recovered inside the factory, which is good practice but not the same as diverting material from disposal. Post-consumer content comes from products that reached the end of a real service life, which is the harder and more meaningful achievement. And is the percentage measured by total product weight or only by the backing? A carpet tile advertised at a high recycled percentage sometimes means the backing alone.

Carpet tile is where the recycled content story is strongest with several manufacturers producing backings from recovered material and yarns from recycled nylon, including recovered fishing nets. Vinyl has closed-loop schemes that recover installation offcuts and, in some cases, uplifted floors, reprocessing them into backing layers. Rubber and resin sit further behind, though recycled aggregate content appears in some resin terrazzo systems.

Take-back schemes are worth confirming rather than assuming. A published scheme with a defined collection process, a minimum quantity and a named reprocessing route is a genuine end-of-life answer. A statement that a product is recyclable, without a route, is not, because in practice an uplifted floor with adhesive residue on it goes to landfill or energy recovery unless a scheme exists to take it.

Phthalate-free vinyl and the chemistry question

Commercial vinyl manufactured for the UK and European market is now overwhelmingly phthalate-free, having moved to alternative plasticisers over the past decade. That said, phthalate-free flooring appears as a specification requirement often enough that it needs confirming per product rather than assumed across a range, particularly on imported product, on older stock and on healthcare, education and early years projects where the requirement is usually explicit.

The related questions are heavy metal stabilisers, which have been phased out of European production and the emissions of the finished floor in use, which is what the indoor air quality certifications actually test. A floor can be phthalate-free and still fail an emissions requirement if the adhesive underneath it is not.

The broader debate about PVC as a material is not resolved by a single answer. Vinyl’s case rests on longevity, repairability, a mature recycling infrastructure and low maintenance impact. The case against rests on the raw material being fossil-derived and on end-of-life handling. Both positions are honest, which is why a specification that names a material purely on ideology, without checking whether the alternative suits the room, the cleaning regime and the moisture state of the slab, has usually solved one problem by creating another.

Bio-based materials and where they fit

Linoleum has the strongest bio-based position in commercial flooring. It is made from linseed oil, pine rosin, wood flour, cork and limestone on a jute backing and published EPDs show very low or in some cases negative cradle-to-gate embodied carbon once biogenic carbon storage is counted. For a project scored on embodied carbon it is frequently the highest-performing resilient option on paper.

The qualification is practical rather than environmental. Linoleum is sensitive to strongly alkaline cleaning products, less tolerant of residual construction moisture and harder to fit well, so a building that cannot control its cleaning regime will not get twenty years out of it. Wool carpet occupies similar ground: a renewable fibre with good longevity and end-of-life biodegradability, offset by higher cost and more limited suitability in heavy soiling or moisture-prone areas. Cork and bamboo appear in specifications occasionally but rarely survive a commercial durability assessment outside light-use areas.

Why longevity is the largest sustainability lever

The single largest environmental cost associated with a commercial floor is often not manufacturing it. It is replacing it early. A floor that fails at year seven instead of lasting twenty carries the manufacturing impact twice, the transport twice, the installation twice, the uplift and disposal of the failed floor and the disruption of doing all of it in an occupied building, all of which is priced in the commercial flooring cost guide. No amount of recycled content in the original product offsets that.

Three specification decisions typically do more for whole-life impact than any material choice. Grading the product correctly for the environment under EN ISO 10874, so a class 33 product does not go into a class 34 space, which for LVT comes down to the wear layer. Preparing the subfloor properly, since most premature commercial floor failures trace back to moisture or an unsuitable substrate rather than the covering. Passing the correct cleaning regime to whoever will actually deliver it, in writing, because the wrong chemical shortens a floor’s life faster than traffic does.

Repairability compounds the same effect. A carpet tile floor where damaged tiles are swapped individually, a welded vinyl floor where a section is cut out and re-welded and a resin floor that can be recoated rather than removed all avoid whole-room replacement. That capability is worth more over twenty years than a marginal difference in embodied carbon at the outset.

What to ask for on a scored project

Ask for a product-specific EPD with the scope stated, so the figures being compared cover the same life cycle stages. Ask for the emissions certification for the covering, the adhesive and the smoothing compound, not just the covering. Ask for the recycled content split into pre-consumer and post-consumer, measured against total product weight. Ask whether the take-back scheme is operational, what it collects and what the minimum quantity is. Ask for the expected service life and the use class rating, since those are the numbers that decide whole-life impact.

Assemble that pack before the specification is fixed rather than during the assessment. Retro-fitting evidence for a product already chosen is where projects lose credits, because the substitution that would have scored is no longer available within the programme.
